With reference to Colonial Office letter No. 53548/35
of the 24th August regarding the export of arms to China via
Hong Kong, I am directed by Secretary Sir Samuel Hoare to
transmit to you herewith for the information of the Secretary
of State for the Colonies copies of despatches which have been
addressed to His Majesty's Representatives in Paris, Rome and
Washington. Despatches similar to that to Sir Eric Drummond
have been addressed to His Majesty's Representatives at Tokyo,
Madrid, Warsaw, Oslo, Stockholm, Copenhagen and Prague. It will
be observed that the despatch to Sir George Clerk omits reference
to the observance by the French Government of the Chinese
Government's regulations, since it has recently appeared that the
French Government are, in fact, no longer insisting upon the
production of a Central Government "huchao" before granting a
licence for the export of arms to China.
2. Mr. Secretary Macdonald will observe that whereas it
had been suggested that the new procedure should enter into
force on the 1st October, the instructions to His Majesty's
Representatives above-mentioned provide only that the procedure
shall apply to shipments leaving the exporting countries on or
after the 1st October. The change has been made in order that
a period of at least one week may be available for the
Governments concerned to notify exporting firms.
